The authority institution of CSGF is the member congress, every four years normally.

The executive institution of the congress is the committee. The committee shall handle the daily business during the time when the congress is closed. And the committee shall take the responsibility for the congress. Each term of the committee member is four years. The committee session shall be held at least once a year.

The CSGF has a standing committee, which is elected by committee, it takes partial power during the time when the congress is closed, and is responsible for the committee. The standing committee shall sit a meeting at least once half a year. The standing committee is authorized to award the title of honored committeeman or honored standing committeeman to those who have done special contribution to the work of CSGF.
The secretariat is the daily office of CSGF, secretary-general is the chief officer of it, it shall provide support and service to activities of all levels of CSGF. The secretariat-general of the CSGF is the legal representative of this organization.

If necessary, the CSGF may establish relevant special committee with the ratification of the governing department.
